La política exterior china hacia África, 1949-2018

Una vez que se proclamó la fundación de la República Popular China en octubre de 1949, este país inició un proceso gradual de acercamiento hacia los países del “Tercer Mundo”, pese al aislamiento internacional que experimentó y que fue superado con el reconocimiento, como gobierno legítimo del pueblo chino, en la Organización de las Naciones Unidas en 1971. En este sentido, el presente trabajo tiene como objetivo analizar la política exterior china hacia el continente africano, atendiendo a los imperativos que la motivó: en un principio, por razones ideológicas, al apoyar a los movimientos de liberación. Posteriormente, se dio paso a una relación más de carácter económico, influenciada por el programa de reforma y apertura iniciado en 1978. Mientras que, en el siglo XXI, el vínculo sino – africano entró en una nueva fase con la creación del Foro de Cooperación China – África (FOCAC), el cual ha redefinido el accionar de Pekín hacia este continente al atender los múltiples frentes de la cooperación bilateral y multilateral.

Once the founding of the People’s Republic of China was proclaimed in October 1949, this country began a gradual process of rapprochement with the countries of the «Third World» despite the international isolation it experienced, which was overcome with its recognition as the legitimate government of the Chinese people at the United Nations in 1971. In this sense, the purpose of this paper is to analyze China’s foreign policy towards the African continent, taking into account the imperatives that motivated it: at first, for ideological reasons, by supporting the liberation movements. Subsequently, it gave way to a more economy-oriented relation, influenced by the reform and openingup program initiated in 1978. Meanwhile, in the 21st century, the Sino-African bond entered a new phase with the creation of the Forum on China-Africa Cooperation (FOCAC), which has redefined Beijing’s actions towards this continent by addressing multiple fronts of bilateral and multilateral cooperation.

尽管在1971年被联合国承认为中国人民的合法政府之前，中华人民共和国经历了国际孤立，但1949年10月宣告成立后，新中国即开始逐渐靠拢“第三世界”国家。本文计划分析中国的对非洲大陆的外交政策，关注驱动政策的决定因素。最初，中国的对非政策源于援助解放运动的意识形态因素。之后，受1978年开启的改革开放进程的影响，中非关系变得更具经济性。而在21世纪，随着中非合作论坛（FOCAC）的创建，中非关系进入一个新的时期。中非合作论坛重新界定了对非政策，关注到双边、多边合作的诸多不同领域。
