In January 2016, current Chinese president Xi Jinping called on the Chinese Communist Party cadres and government officials to push for a “new development concept” (新 发展 理念, xīn fāzhǎn lǐniàn), defined as a “systematic theoretical system which answers a series of theoretical and practical questions about the purpose, motivation, mode, and path of development” of the Chinese people. From there, the exhortation to build a new development concept has been recurrent in all the documents of the CCP and the Chinese government. Within this framework, this paper aims to analyze the main characteristics of this concept, recovering its context of emergence, its main features, the link with the “common prosperity” and “dual circulation” initiatives, and the importance it has for the current stage of China’s development.

2016年1月，现任中国国家主席习近平号召中国共产党干部和政府公务员推行 “新发展理念”。这一概念被定义为一个“系统的理论体系”，它回答了中国人民的“关于发展的目的、动力、方式、路径等一系列理论和实践问题”。从此，构建一种新的发展概念的要求在中国共产党和中国政府的所有文件中频频出现。在这一框架下，本文将分析这一概念的主要特点，重现其产生的背景，并分析其与“共同富裕”、“双循环”等的联系，以及其对于中国当前发展阶段的重要性。
