Since the economic Reform and Opening-up policy in 1978, the foreign policy agenda of the People’s Republic of China has been dominated by economic and trade issues. Without deviating from this, President Xi Jinping has added the issue of security as a new anchor of Beijing’s international strategy. In this context, and as part of the plan to reformulate the liberal pillars of global governance, the Chinese Foreign Ministry presented the Global Security Initiative in February 2023. In the following, and supported by the theoretical premises of history and international relations, we will examine the concepts and cooperation priorities outlined in China’s Global Security Initiative Concept Paper. 自经济改革开放（1978年）以来，中华人民共和国的外交政策议程一直以经济和贸易问题为主。在此基础上，习近平主席又将安全问题作为北京国际战略的新支柱。为此，作为重塑全球治理自由支柱计划的一部分，中国外交部于 2023 年 2 月提出了 “全球安全倡议”。下面，我们将在历史和国际关系理论前提的帮助下，研究《中国全球安全倡议》概念文件中提出的概念和合作重点。
