Agradecemos a Costa Rica, El Salvador, Bolivia y M\u00e9xico por sus contribuciones al desarrollo del CCF durante sus mandatos como Presidente Pro Tempore de la CELAC.<\/li>\n<li>Creemos que la cooperaci\u00f3n en el marco del CCF durante los \u00faltimos cuatro a\u00f1os ha jugado un papel importante en el fortalecimiento de la confianza, la promoci\u00f3n del desarrollo socioecon\u00f3mico sostenible, la respuesta conjunta a los desaf\u00edos relacionados con el COVID-19, el fortalecimiento de la CELAC como mecanismo de coordinaci\u00f3n, el avance de la integraci\u00f3n regional en Am\u00e9rica Latina y el Caribe (ALC), la profundizaci\u00f3n de las relaciones entre ambas Partes, as\u00ed como la cooperaci\u00f3n Sur-Sur y triangular, sentando as\u00ed una base s\u00f3lida para el desarrollo sostenible e inclusivo de este Foro.<\/li>\n<li>Estamos decididos a trabajar juntos para consolidar el papel de la CCF como la principal plataforma de cooperaci\u00f3n y solidaridad China-ALC sobre la base del respeto, la igualdad, la pluralidad, la inclusividad y la observancia de la Proclamaci\u00f3n de Am\u00e9rica Latina y el Caribe como Zona de Paz; fortalecer y ampliar la cooperaci\u00f3n pr\u00e1ctica en diversos campos en el marco de la CCF; y continuar profundizando la relaci\u00f3n China-ALC para una nueva era caracterizada por la igualdad, el beneficio mutuo, la innovaci\u00f3n, la apertura y los beneficios para los pueblos y construir conjuntamente una relaci\u00f3n China-ALC. Por ello, adoptamos el Plan de Acci\u00f3n Conjunto China-CELAC para la Cooperaci\u00f3n en \u00c1reas Clave (2022-2024).<\/li>\n<li>Recordamos la Declaraci\u00f3n Especial de Santiago de la II Reuni\u00f3n Ministerial del Foro China-CELAC sobre la Iniciativa Cintur\u00f3n y Ruta (2018), mediante la cual los Ministros de Relaciones Exteriores de la CELAC acogieron con inter\u00e9s la exposici\u00f3n del Canciller chino sobre la Iniciativa Cintur\u00f3n y Ruta para profundizar la cooperaci\u00f3n entre los Pa\u00edses de Am\u00e9rica Latina y el Caribe y China en los sectores econ\u00f3mico, comercial, de inversi\u00f3n, cultural y tur\u00edstico, entre otros.<\/li>\n<li>Exploraremos la posibilidad de celebrar una cumbre del CCF en 2024 con motivo de su d\u00e9cimo aniversario.<\/li>\n<li>China y los Estados miembros de la CELAC, son fuerzas importantes para el mantenimiento de la paz y la seguridad internacionales, la promoci\u00f3n y protecci\u00f3n de los derechos humanos, la defensa del multilateralismo, la promoci\u00f3n del desarrollo sostenible, inclusivo y resistente, la eliminaci\u00f3n de la pobreza y la reducci\u00f3n de las desigualdades. Estamos dispuestos a intensificar la comunicaci\u00f3n y la coordinaci\u00f3n en temas de inter\u00e9s com\u00fan en los foros multilaterales e internacionales, y a abordar juntos los desaf\u00edos globales.<\/li>\n<\/ol>\n<p>8.1 Reconocemos que la pandemia de COVID-19 revela una vez m\u00e1s que vivimos en un mundo interconectado. En este sentido, debemos defender conjuntamente la paz, el desarrollo, la equidad, la justicia, la democracia y la libertad, que son valores comunes de la humanidad. Destacamos la visi\u00f3n de China de promover la construcci\u00f3n de un mundo abierto, inclusivo, limpio y bello que goce de una paz duradera, seguridad universal y prosperidad com\u00fan.<\/p>\n<p>8.2 Subrayamos la necesidad de respetar mutuamente la soberan\u00eda, la no injerencia en los asuntos internos, la dignidad y la integridad territorial de los Estados, su derecho al desarrollo y a disponer de sistemas de seguridad social, procurando atender las preocupaciones de cada uno de los Estados y persistiendo en la resoluci\u00f3n de las controversias por medios pac\u00edficos. Rechazamos la amenaza o el uso de la fuerza como medio de resoluci\u00f3n de conflictos, as\u00ed como las medidas coercitivas unilaterales contrarias al derecho internacional y a la Carta de la ONU, que amenazan la soberan\u00eda y la estabilidad.<\/p>\n<p>8.3 Creemos que la tendencia general hacia un mundo multipolar, la globalizaci\u00f3n econ\u00f3mica y una mayor democracia en las relaciones internacionales no ha cambiado. Tenemos que hacer un llamamiento a la comunidad internacional para que fomente un nuevo tipo de relaciones internacionales basadas en el derecho internacional y el multilateralismo, el respeto mutuo, la equidad, la justicia y la cooperaci\u00f3n en la que todos salgan ganando, y para que d\u00e9 forma a un mundo resistente que sea m\u00e1s justo y equitativo para hacer frente a los urgentes retos comunes.<\/p>\n<p>8.4 Estamos de acuerdo en la necesidad de defender el derecho internacional y promover los prop\u00f3sitos y principios de la Carta de las Naciones Unidas (ONU), fortalecer y revitalizar la ONU como la mejor herramienta para hacer frente a los desaf\u00edos globales actuales. En este sentido, coincidimos adem\u00e1s en la necesidad de mantener los prop\u00f3sitos y principios de la Carta de la ONU que deben guiar las acciones de los Estados en los asuntos internacionales, y defender el multilateralismo centrado en la ONU.<\/p>\n<p>8.5 Reiteramos que la solidaridad, la ayuda mutua y la cooperaci\u00f3n son esenciales para superar los da\u00f1os causados por la pandemia del COVID-19. Valoramos altamente que ambas partes siempre han mostrado solidaridad y se han ayudado mutuamente, as\u00ed como han llevado a cabo una cooperaci\u00f3n antipand\u00e9mica diversificada y fruct\u00edfera. Acordamos seguir reforzando la cooperaci\u00f3n en esta materia, instando a la comunidad internacional a que garantice a los pa\u00edses en desarrollo un acceso justo y equitativo, r\u00e1pido, solidario y asequible a las vacunas y medicamentos para hacer frente a la COVID-19, como bienes p\u00fablicos mundiales basados en las medidas establecidas en la resoluci\u00f3n 74\/274 de la Asamblea General de las Naciones Unidas. Hacemos un llamamiento a la cooperaci\u00f3n basada en la ciencia sobre el rastreo de los or\u00edgenes de la pandemia y nos oponemos a su politizaci\u00f3n.<\/p>\n<p>8.6 Reconocemos la importancia del sistema multilateral de comercio como fundamental para el desarrollo sostenible e inclusivo de nuestros pueblos. Asimismo, trataremos de intensificar la cooperaci\u00f3n y el di\u00e1logo en el marco de la Organizaci\u00f3n Mundial del Comercio (OMC), para defender conjuntamente un sistema multilateral de comercio, que sea transparente, no discriminatorio, abierto e inclusivo, y que est\u00e9 basado en normas, a fin de promover el comercio mundial y el desarrollo sostenible de manera equilibrada y mutuamente beneficiosa. En consecuencia, rechazamos el unilateralismo y el proteccionismo.<\/p>\n<p>8.7 Acogemos con satisfacci\u00f3n la Iniciativa de Desarrollo Global presentada por China, considerando que puede tener el potencial de acelerar la aplicaci\u00f3n de la Agenda 2030 para el Desarrollo Sostenible, para perseguir un desarrollo global m\u00e1s s\u00f3lido, m\u00e1s verde y equilibrado, con el fin de no dejar a nadie atr\u00e1s.<\/p>\n<p>8.8 Debemos aplicar de forma plena, eficaz y continua la Convenci\u00f3n Marco de las Naciones Unidas sobre el Cambio Clim\u00e1tico (CMNUCC), el Protocolo de Kioto y el Acuerdo de Par\u00eds, a la luz de los principios de equidad, de responsabilidades comunes pero diferenciadas y de capacidades respectivas seg\u00fan las diferentes circunstancias nacionales y los acuerdos institucionales para las contribuciones determinadas a nivel nacional.<\/p>\n<p>8.9 Acogemos con satisfacci\u00f3n la celebraci\u00f3n de la 15\u00aa Conferencia de las Partes del Convenio sobre la Diversidad Biol\u00f3gica (Fase II) que tendr\u00e1 lugar en Kunming, China, en abril de 2022, y apoyamos la adopci\u00f3n del Marco Mundial de la Biodiversidad posterior a 2020.<\/p>\n<p>8.10 Hacemos un llamamiento a la comunidad internacional para que promueva activamente la causa global de los derechos humanos, especialmente para que intensifique la protecci\u00f3n de los derechos de los ni\u00f1os, los adolescentes, los j\u00f3venes, los ancianos, las personas con discapacidad y los pueblos ind\u00edgenas, afrodescendientes y otros grupos en situaci\u00f3n de vulnerabilidad.<\/p>\n<p>8.11 Acordamos el fortalecimiento de un di\u00e1logo para la cooperaci\u00f3n, implementar y eventualmente desarrollar normas y reglas para el ciberespacio: abordar el uso indebido de las tecnolog\u00edas de la informaci\u00f3n y la comunicaci\u00f3n (TIC) para incitar y cometer actos de terrorismo; mejorar los mecanismos de asistencia legal para el ciberdelito; participar activamente en las negociaciones para elaborar una convenci\u00f3n de la ONU sobre la lucha contra el uso de las tecnolog\u00edas de la informaci\u00f3n y la comunicaci\u00f3n con fines delictivos, y salvaguardar la paz y la seguridad en el ciberespacio. Destacamos la Iniciativa Global sobre Seguridad de Datos propuesta por China.<\/p>\n<ol>\n<li>Los Estados miembros de la CELAC expresan sus calurosas felicitaciones por el centenario de la fundaci\u00f3n del Partido Comunista de China y reconocen los importantes logros de China en la lucha contra la pobreza extrema. Tanto China como la CELAC celebran tambi\u00e9n el und\u00e9cimo aniversario de la fundaci\u00f3n de la CELAC. Ambas partes se solidarizan para fortalecer los mecanismos a trav\u00e9s del intercambio mutuo de experiencias sobre la reducci\u00f3n de la pobreza, y avanzar conjuntamente en la implementaci\u00f3n de la Agenda 2030 de las Naciones Unidas para el Desarrollo Sostenible, teniendo en cuenta las prioridades nacionales de los pa\u00edses de la CCF. China felicita a muchos de los Estados miembros de la CELAC por sus respectivos bicentenarios.<\/li>\n<li>China reconoce la revitalizaci\u00f3n de la CELAC y la cooperaci\u00f3n con actores extrarregionales durante los diez a\u00f1os transcurridos desde su fundaci\u00f3n, y se congratula de los importantes resultados alcanzados en la Sexta Cumbre de Jefes de Estado y de Gobierno de la CELAC celebrada en septiembre de 2021. Ambas Partes coinciden en que la CELAC debe desempe\u00f1ar un mayor papel en la concertaci\u00f3n pol\u00edtica y en la promoci\u00f3n del proceso de integraci\u00f3n regional en Am\u00e9rica Latina y el Caribe.<\/li>\n<li>Felicitamos a China por la organizaci\u00f3n de los Juegos Ol\u00edmpicos y Paral\u00edmpicos de Invierno de Pek\u00edn 2022 y le deseamos el mayor de los \u00e9xitos. La organizaci\u00f3n de estos eventos, en los que los atletas de los Estados miembros de la CELAC son bienvenidos a participar activamente.<\/li>\n<li>Saludamos la participaci\u00f3n de la Comisi\u00f3n Econ\u00f3mica para Am\u00e9rica Latina y el Caribe de la ONU y del Banco de Desarrollo de Am\u00e9rica Latina en esta Reuni\u00f3n Ministerial del CCF, y reiteramos nuestra voluntad de desarrollar espacios de di\u00e1logo y cooperaci\u00f3n con diversos organismos regionales de Am\u00e9rica Latina y el Caribe, para promover la construcci\u00f3n de una red de cooperaci\u00f3n abierta, inclusiva, integral y equilibrada entre China y ALC en su totalidad.<\/li>\n<li>Expresamos nuestra satisfacci\u00f3n por los resultados positivos de esta Reuni\u00f3n. Los Estados Miembros de la CELAC elogian y agradecen a China por haber organizado cuidadosamente la Reuni\u00f3n. China elogia y agradece a M\u00e9xico, Presidente Pro Tempore de la CELAC, por coordinar activamente la participaci\u00f3n de los Estados Miembros de la CELAC.<\/li>\n<li>Acordamos mantener una comunicaci\u00f3n activa sobre la fecha y el lugar de la Cuarta Reuni\u00f3n Ministerial del CCF.<\/li>\n<\/ol>\n<p><strong>Declaration of the third Ministerial Meeting of the China-Celac Forum<\/strong><\/p>\n<ol>\n<li>We, the Member States of the Community of Latin American and Caribbean States (CELAC) and the People\u2019s Republic of China, meeting on December 3, 2021, celebrate the Third Ministerial Meeting of the ChinaCELAC Forum (CCF) to discuss around \u00abTogether Overcoming Current Difficulties and Creating Opportunities to continue building a China-Latin America and the Caribbean (LAC) Community\u201d.<\/li>\n<li>We thank Chinese President Xi Jinping and Mexican President Andr\u00e9s Manuel L\u00f3pez Obrador for delivering video remarks at the opening ceremony of the Meeting.<\/li>\n<li>We recall that since the Second Ministerial Meeting of the CCF held in Santiago, Chile, both sides have actively implemented the Declaration of Santiago, the China and CELAC Joint Plan of Action for Cooperation on Priority Areas (2019-2021), the Special Declaration of Santiago of the II Ministerial Meeting of the CCF on the Belt and Road Initiative, and the Joint Statement of the Special Video Conference of China and Latin American and Caribbean Countries\u2019 Foreign Ministers on COVID-19, while achieving fruitful results in the development of the CCF. We thank Costa<br \/>\nRica, El Salvador, Bolivia, and Mexico for their contributions to developing the CCF during their terms as Pro Tempore President of CELAC.<\/li>\n<li>We believe that cooperation within the framework of CCF during the last four years has played an important role in strengthening trust, promoting sustainable socio-economic development, jointly responding to challenges related to COVID-19, strengthening CELAC as a mechanism for coordination, advancing regional integration in Latin America and the Caribbean (LAC), deepening the relations between both Parties as well as South-South and triangular cooperation, thus laying a solid foundation for the sustainable and inclusive development of this Forum.<\/li>\n<li>We are determined to work together to consolidate the role of the CCF as the main platform of China-LAC cooperation and solidarity on the basis of respect, equality, plurality, inclusiveness and observance of the Proclamation of Latin America and the Caribbean as a Zone of Peace; to strengthen and expand practical cooperation in various fields within the framework of the CCF; and continue to deepen the China \u2013 LAC relationship for a new era characterized by equality, mutual benefit, innovation, openness, and benefits for the people and to jointly build a China-LAC relationship. That is why we adopted the China-CELAC Joint Action Plan for Cooperation in Key Areas (2022-2024).<\/li>\n<li>We recall the Special Declaration of Santiago of the II Ministerial Meetingof the China-CELAC Forum on the Belt and Road Initiative (2018), whereby the Ministers of Foreign Affairs of CELAC welcomed, with interest, the presentation of the Chinese Foreign Minister on the Belt and Road Initiative for deepening cooperation among Latin American and Caribbean Countries and China in the economic, trade, investment, cultural and tourism sectors, among others.<\/li>\n<li>We will explore the possibility of holding a CCF Summit in 2024 on the occasion of its tenth anniversary.<\/li>\n<li>China and CELAC member states, are important forces for the maintenance of international peace and security, promoting and protecting human rights, upholding multilateralism, promoting sustainable, inclusive and resilient development, eliminating poverty and reducing inequalities. We stand ready to intensify communication and coordination on issues of common interest in multilateral and international forums, and to jointly address global challenges together.<\/li>\n<\/ol>\n<p>8.1 We recognize that the COVID-19 pandemic reveals once again that we live in an interconnected world. In this regard, we must jointly uphold peace, development, equity, justice, democracy and freedom, which are common values of humanity. We highlight China\u2019s vision to promote the building of an open, inclusive, clean and beautiful world that enjoys lasting peace, universal security and common prosperity.<\/p>\n<p>8.2 We emphasize the need for mutual respect of the sovereignty, noninterference in internal affairs, dignity and territorial integrity of States, their right to development and to have social security systems, seeking to address each of the States concerns and persisting in the resolution of disputes by peaceful means. We reject the threat or use of force as a means of conflict resolution, as well as unilateral coercive measures that are contrary to international law and the UN Charter, which threaten the sovereignty and stability.<\/p>\n<p>8.3 We believe that the overall trend toward a multi-polar world, economic globalization and greater democracy in international relations has not changed. We need to call on the international community to foster a new type of international relations based on international law and multilateralism, mutual respect, equity, justice, and win-win cooperation and to shape a resilient world that is more fair and equitable to tackle common urgent challenges.<\/p>\n<p>8.4 We agree on the need to uphold international law and promote the purposes and principles of the Charter of the United Nations (UN), strengthen and revitalize the UN as the best tool to face today\u2019s global challenges. In this regard, we further agree on the need to uphold the purposes and principles of the UN Charter that must guide the actions of the States in international affairs, and defend the UN-centered multilateralism.<\/p>\n<p>8.5 We reiterate that solidarity, mutual assistance and cooperation are essential to overcome the damages caused by the COVID-19 pandemic. We highly value that both sides have always shown solidarity and mutually helped each other, as well as have carried out diversified and fruitful anti-pandemic cooperation. We agree to continue to strengthen cooperation in this matter, urging the international community to ensure that developing countries have fair and equitable, prompt, supportive and affordable access to vaccines and medicines to address COVID-19, as global public goods based on the measures established in UN General Assembly resolution 74\/274. We call for science-based cooperation on origins tracing of the pandemic and oppose its politicization.<\/p>\n<p>8.6 We recognize the importance of the multilateral trading system as fundamental for the sustainable and inclusive development of our peoples. We will also seek to intensify the cooperation and dialogue within the framework of the World Trade Organization (WTO), to jointly defend a multilateral system of trade, that is transparent, nondiscriminatory, open and inclusive, and which is rule based, in order to promote global trade and sustainable development in a balanced and mutually beneficial manner. We accordingly reject unilateralism and protectionism.<\/p>\n<p>8.7 We welcome the Global Development Initiative presented by China, considering that it may have the potential to accelerate the implementation of the 2030 Agenda for Sustainable Development, to pursue more robust, greener and balanced global development, in order to leave no one behind.<\/p>\n<p>8.8 We must fully, effectively and continuously implement the United Nations Framework Convention on Climate Change (UNFCCC), the Kyoto Protocol, and the Paris Agreement, in light of the principles of equity, of common but differentiated responsibilities and respective capabilities according to different national circumstances and the institutional arrangements for nationally determined contributions (NDC).<\/p>\n<p>8.9 We welcome the celebration of the 15th Conference of the Parties to the Convention on Biological Diversity (Phase II) that will take place in Kunming, China, in April 2022, and support the adoption of the post-2020 Global Biodiversity Framework.<\/p>\n<p>8.10 We call on the international community to actively advance the global cause of human rights, especially intensify the protection of the rights of children, adolescents, young people, the elderly, persons with disabilities and indigenous people, afro-descendants and other groups in vulnerable situations.<\/p>\n<p>8.11 We agree to the strengthening of a dialogue for cooperation, implement and eventually develop norms and rules for cyberspace: to tackle the misuse of information and communication technologies (ICT) to incite and commit acts of terrorism; improve legal assistance mechanisms for cybercrime; participate actively at negotiations to elaborate a UN convention on countering the use of information and communications technologies for criminal purposes, and safeguard peace and security in cyberspace. We highlight the Global Initiative on Data Security proposed by China.<\/p>\n<ol>\n<li>The CELAC Member States express their warm congratulations on the centenary of the founding the Communist Party of China, and recognize China\u2019s significant achievements in fighting extreme poverty. Both China and CELAC also celebrate the eleventh anniversary of the foundation of the CELAC. Both Parties stand in solidarity to strengthen mechanisms through mutually sharing experiences on poverty reduction, and jointly advance the implementation of the United Nations 2030 Agenda for Sustainable Development, taking into account the national priorities of the CCF countries. China congratulates many of the CELAC Member States on their respective bicentenary.<\/li>\n<li>China acknowledges the revitalization of CELAC and the cooperation with extra-regional actors during the ten years since its founding, and welcomes the important results reached at the Sixth Summit of Heads of State and Government of CELAC held in September 2021. Both Parties agree that CELAC should play a greater role in political concertation and in the promotion of the regional integration process in Latin America and the Caribbean.<\/li>\n<li>We congratulate China for hosting the Beijing 2022 Olympic and Paralympic Winter Games and extended best wishes for the successful staging of these events, where athletes from CELAC member states are welcome to actively participate.<\/li>\n<li>We welcome the participation of the UN Economic Commission for Latin America and the Caribbean and the Development Bank of Latin America in this CCF Ministerial Meeting, and reiterate our willingness to develop spaces for dialogue and cooperation with various regional organizations of Latin America and the Caribbean, to promote the construction of an open, inclusive, comprehensive and balanced cooperation network between China and LAC in its entirety.<\/li>\n<li>We express satisfaction with the positive outcomes of this Meeting. CELAC Member States commend and thank China for making thoughtful arrangements for the Meeting.
