China y Latinoamérica: Una relación transformadora del orden global

Las relaciones entre China y América Latina se encuentran en un momento clave. La intensificación de los vínculos registrada en las dos últimas décadas ha incentivado los intercambios políticos, económicos, culturales y en otros ámbitos. La Iniciativa de la Franja y la Ruta promueve una mayor conexión entre China y América Latina que sirva de base para incubar un gran mercado que facilite el comercio y la inversión. América Latina quiere que China sea un socio preferente para elevar su capacidad de innovación e impulsar un nuevo ciclo de industrialización que acreciente su autonomía geopolítica. Las dificultades para concertar una perspectiva común en los países de la región frente a China no son pocas. Además, EEUU observa con mucho recelo el crecimiento de la presencia e influencia del gigante asiático en el hemisferio. Gobiernos y sociedades de la región afrontan el reto de articular la gestión de sus intereses equilibrando el papel de los actores tradicionales, entre los cuales se encuentra España.

Relations between China and Latin America are at a key moment. The intensification of ties in the last two decades has stimulated political, economic, cultural and other exchanges. The Belt and the Road Initiative promotes a greater connection between China and Latin America that serves as the basis to incubate a large market that facilitates trade and investment. Latin America wants China to be a preferred partner to increase its capacity for innovation and promote a new cycle of industrialization that will increase its geopolitical autonomy. The difficulties in concluding a common perspective in the countries of the region against China are more than a few. In addition, the US observes with great suspicion the growth of the presence and influence of the Asian giant in the hemisphere. Governments and societies in the region face the challenge of articulating the management of their interests, balancing the role of traditional actors, including Spain.

中国与拉丁美洲的关系，正处在关键时刻。在过去20年中，双方联系的深化启动了政治、经济、文化等领域的交流。“一带一路”倡议推动了中国与拉美的联通，这将为孕育一个庞大的市场奠基，以便利贸易和投资。拉美想把中国作为提升创新能力和推动新一轮工业化以增长其地缘政治自主的优先伙伴。在拉美区域协调不同国家的共同对华立场有不少困难。此外，美国充满怀疑地观察着中国在西半球存在与影响的增长。拉美区域的政府和社会面临着协调其利益、平衡一些传统行为体（其中有西班牙）的角色的挑战。
